Synergy and Opportunities
Normal trade and commercial ties in commodities and goods bring thousands of Israeli business people to China's factories and trade shows every year and is responsible for the bulk of the 10 Billion trade volume between the two countries. Many other areas of trade, manufacturing, investment, joint ventures and services are available to Israeli industries – were the right partners and business models available. Nonetheless, China's trade volume with Israel is still a fifth of the size of what it is with Iraq, Iran and half of what it has with Syria. Needless to say, Israel's profile is dwarfed by American, Australian and European volumes. These figures suggest the extent of Israel's unrealized potential in China.

America's uncontested global hegemony is ceding to China. Twenty years of ' opening up' witnessed phenomenal development, together with the emergence of an innovative, hybrid style of governance and economic administration - conceptually different from the vogue of multiparty Western democracies. China's administrative paradigms demonstrate resilience to crisis, and have vindicated the role of the Communist Party as its champion. The country, once starving and pitied has emerged as a leader in economics and investment, research and academe, soft power and international influence. The rules of engagement with China are fundamentally different from those used to engage the US and Europe. Israeli policy makers would do well to study, learn and adapt. While sounding simple, this requires a foundational departure from Israel's proclivities to ' the West'. The implications for the future of ME development in general and Israel's vital interests in particular, are inestimable.

A source of frustration for the Israeli private sector is the concern to protect their intellectual property. As the Chinese economy matures and develops its own specializations the phenomenon of IT theft and 'copying' will decrease, in the meantime, however, Israeli companies are hesitant to enter the Chinese market fearing they could lose more than they could gain. At a meeting of business interests at the Israeli Embassy in Beijing on 2nd November 2009, several leading Israeli firms with commercial interests in China vented concerns to Ambassador Amos Nadai, Deputy Minister of Industry, Labour and Trade, Ms Orit Noked and other Israeli trade and embassy officials, noting that Chinese companies openly state their intentions to develop their own technology portfolios by working with foreign companies for several years, learning their techniques afterwards becoming independent. There are some cases where Chinese firms export technologies originally sold to them. This poses a death blow to Israeli firms whose sole value is in intellectual property.

The absence of Israeli political will is a major obstacle. It is not sufficient for the Prime Minister or Foreign Minister to instruct ministry officials to prepare suitable provisions. Without the accompaniment of Israeli leaders, at the most senior levels, to continually be involved in cultivating the relationship, building long term friendships in Beijing and the provinces, providing funding and empowering non-government people and organizations, participating and supporting senior level delegations, and empowering local Israelis and Israeli organizations, the necessary leverage for a synergetic relationship cannot be achieved.

China prides itself on a distinct national, political and cultural identity. The most impressive of these paradigms is its political system, which in confidence can be said to be a unique contribution to the body of political and administrative thought. The commonly used slogan driving its administrative innovation is "nation building with Chinese characteristics". Many possibilities exist for Israeli cooperation to evolve within this system, but they require a willingness to work within the Chinese system, not outside of it. Israelis must be prepared to engage in hybridization of political and economic instruments with the Chinese.
